Sometimes you don’t need a temporary residence permit to travel to the Netherlands. For example, if you come from an EU country, America, Australia, New Zealand, Japan or South Korea. Then there is the Residence Permit Procedure (VVR). In that case you request a permit for stay, but not for access. The decision-making time for the residence permit procedure is 90 days. The license can be requested by a referent before you arrive. That is the VVR referent procedure.
